Due to a surge in population in Rio de Janeiro, the city, under the leadership of Mayor Marcelo Crivella, has decided to increase the capacity of daycare centers and preschools to 20,000 and 40,000 respectively by 2020. The Public-Private Partnership (PPP) will help in construction, maintenance and non-pedagogical services of educational equipment.
The PPP is currently carrying out feasibility studies, and they have proposed to use a similar partnership model as the first one used on the first PPP schools in Brazil. This model was first used in schools in the mining capital of Belo Horizonte.
Felipe Montoro Jens pointed out that the PPP program is not new in Marcelo Crivella’s government. He said that even as a candidate Marcelo Crivella had made clear his intentions to start this program and he assured the city residents of his commitment to the education sector.
The International Finance Corporation (IFC) was hired to provide consulting services for the project. Felipe Montoro Jens explains that IFC is the largest private sector development institution in the developing world. On the official website, IFC notes that the institution is applying sufficient financial resources, field expertise, cross-borders experience, and critical thinking capabilities to in helping their partners solve their economic, political, and operational problems.
Specialist Felipe Montoro Jens states that the contract with the institution will cost R$ 2.1 million and that IFC will also provide consulting services to analyze the feasibility of the eventual Public Lighting PPP in Rio de Janeiro.
This method of public contracting was created by Law 11079 of December 30, 2004, establishing the general rules for the bidding and contracting of PPPs. Felipe Montoro Jens explains that the contracting model is based on an administrative concession contract, signed between entities of the public administration and private companies that are responsible for the development, construction, and operation of public goods and services.
